Photoshop is a Graphics Manipulation Software that can be used to open various files and manipulate them including TIF.

When you install Photoshop, it registers itself with various file extensions (*.jpg, *.tif, *.gif.....) so that whenever you tries to open these extension file by double clicking on them they will by default open in Photoshop.

Now, there are numerous number of softwares other than Photoshop that can be used to open the TIF file. For example in Windows XP, Image Viewer can be used to open the TIF file. Internet Explorer in Win 2000/98 can be used to open TIF file and can be printed using these softwares.

There are a number of programs which can view .tiff files. However, it would be nice of you to convert it to .png for them.

You can probably convert it by resaving it in photoshop as a file with a .png extension, but I'm not certain -- I don't have photoshop. Alternatively, you can install ImageMagick, and then simply type "convert name.tiff name.png" on the commandline.
pretty much any photo editing software will open a tiff file but can you just convert it to jpg - it's smaller and more universal.
