I've found sites saying you can download Photoshop for a lot cheaper than buying it, you just don't get the manual, warranty etc. with it. Is it just a scam?

most of those sights offer the real programs, but the chances that they come with viruses are often certain. (Most of links that you click on will lead to other sites, some pornographic, and fill your computer with malware. They also may not come with the serial needed to operate the program. Also, it takes forever to download, because the programs themselves are split up.
