G.I.M.P. (GNU Image Manimulation Program) is free, open source image editing software that runs on all platforms.
You can do almost all of the things you can do in photoshop and it will open *.psd file.
I have used GIMP in the past and found that it was able to do everything I needed. The menus and options take a bit of getting used to if you are familiar with Photoshop, but there is plenty of help and tutorials online.

Try getting Yahoo mess. and downloading it from them. I'm sure no one would refuse.

GIMP is outstanding and very much free, highly suggest it. You can do LAYERS and all those other high end tricks that Photoshop does.
While we're on the topic, don't buy Microsoft Office, go here instead too!
