i have an image that i want to edit. i want the color to be all dark and bright and cool looking.. if you know what i mean.

how do you do that? on photoshop.

color to be dark and bright, to get darker shades, try djusting image/ curves and variation levels, adjust selected hues, and increase saturation, and adjust contrast, test some of those, possibly duplicate layers of each, then try some filters, sketch, render (lighting), and artistic, first, there are lots of other plugins, so if needed, check further online for specific tutorials,

I think you'll find all the effects you need in the "filters" menu.

It's very easy to use so it's perfect for beginners.

IrfanView (another freebie) also has a few useful tricks in it.
Adjust your contrast.
