Adobe Photoshop Elements 6.0 it's a stripped down version of Photoshop, it does not have some of the more powerful controls, but it is really quite good.

It Doesnt Have As Much Commands But It Gets The Job Done With Editing.

You can download picassa.

It's no way near as good as photoshop, but if basic editing is what your looking to do... I recomend this program.

Try typing in "picassa downloads" in Yahoo and there are some places to get a free download.

I've heard good things about GIMP and it's quite a bit cheaper than Photoshop (ie: Free). Not sure that is does Video as well though.
