I just downloaded some actions for photoshop 7 and i don't know how to apply them to a picture. All the tutorials I find are all for photoshop cs, so they aren't much help.

You should copy your actions to the "Photoshop Actions" folder, under Presets... Then restart Photoshop and you should see the actions in the actions window. Then simply press the play button on the actions window and it is done!
