select the eyes with circulat marquee. then change tjhe heu %26saturation to blue
well you need a colored photo.

and then color everything else in with color replacement tool.
I'm sorry I don't know, I was wondering this too... what kind of photoshop do you have? I want to figure this out too :) thanks
idk how 2 tell u it but click on the droper thing click on sumthin blue or go 2 the color chart the click on the symble that colors thingz %26 wa-la ur eyes blue
Usually, it is easier to do selective coloring when the original image is in color. However, it is not impossible to do it the other way around.

1. Start Photoshop.

2. Open your image.

3. Layer %26gt; Duplicate Layer (In the event you mess up or don't like the results, you can just delete the top layer, and start over.)

4. First, make sure the top layer (the duplicate) is selected. Select your brush tool, and choose a blue hue that you want for the eyes.

5. Play with the opacity a bit (go for anything less than 15%) until you get your desired look.

Hope this helped!
Usually you start with a colour photo, and remove the colour:

You don't have any colour to start with though, so take a look at http://www.spoono.com/photoshop/tutorial...
