How do i use Photoshop to edit pictures?

i would like to do something like this (see link below) to my own pictures. i have adobe photoshop elements.

you go to filter...and choose what effect you want

er... geez, this is not difficult, just a lil' tedious to explain.

use approprait select tool to select the 'item' you want from the pix.

choose a nice bg.

make several pattern. (to fill the er... 'lines' on top of the bg)

on new layer. do a long triangular shape selection. copy the selection and paste it several time, moving and rotate the selection to make a circle of 'lines'.

unhide your 'item', move it to the center.

use text tool to create wordings.

and uhm... if you want, you can use filter effects on your result.
