there's this wasy to do it on photoshop.
with one simple click.

You can't do it in one click, to my knowledge, but you can duplicate a layer four times, posterize each layer (Image-%26gt;Adjust-%26gt;Posterize-%26gt;4 works well), and then create color variations via Image-%26gt;Adjust-%26gt;Variations. Select a different color for each layer, arrange each layer, and there you go.
