Gimp it's free nice and easy to learn how to use and absalutley free they have tutorials. They call it photoshop for the reats of us. It's just like photoshop but free and easy to figure out. Hope I helped =] [gimp.org]

gimp, its linux based but I think it will work on windows (theres ports and stuff). It's VERY similar to photoshop and some magazines are chosing it over photoshop which is pretty incredible. Takes some getting used to though but is a million times better than photoshop. 100% free for life too!

Paint.net is a really good option (http://www.getpaint.net/)
The GIMP is the other (http://www.gimp.org/). There is also a variation of GIMP called GIMPshop (http://www.gimpshop.com/).
These are both free!
I recommend that you use them both. I use Paint.net for most things, but it doesn't support hex colors (#FF0000), so sometimes I use GIMP when I need to use specific colors.
nothing free will be remotely comparable to photoshop.
