First you need make a website layout of some kind. Then you find a free website that you can make websites with it. Then you upload that layout to that site and use it.
You may need to know a little of html coding and stuff like that if you want it customized.

once you've made it you need to find a webhost. if you're looking for a free webhost , i recommend geocities.com or freewebs.com. just sign up; they don't provide ftp but they have an online webpanel which is easy to use.
